    J Bagchi: Other organizations which have alleged to have taken this step of blocking essential services, could they not have been made party to the petition?

    Grover: They will not come. Both sides are fighting. We are against violence. Today Kuki militants have lifted their blockade. No schooling, no food. It's a very tragic thing. State can't do nothing

    CJI: Your issue is very genuine that national highway has been blocked. In case sweeping directions are issued by court and state interferes, it might lead to violence against innocent people

    Grover: Both sides are killing

    Counsel for International Meitei Organization: This is mischievous application

    CJI: Why don't both groups realize something? That blockade of highway does not serve either group. With intervention of some agency, why don't you allow national highway to function?
